ITALY – White Certificates: The main changes in the new MASE decree of July 21, 2025
With the MASE Decree of July 21, 2025, the White Certificate system is undergoing a profound overhaul: new savings targets for 2030, simplified procedures, openness to aggregated projects, and the introduction of virtual energy efficiency certificates. This is a decisive step towards boosting national energy efficiency.
The table of eligible projects is being updated and expanded, especially with regard to projects that use renewable sources for non-electrical purposes, provided they demonstrate an increase in energy efficiency.
Eligible interventions include solar thermal systems and the construction and in-depth redevelopment of greenhouses, as well as those relating to heat recovery components (with the specification of ex ante non-feasibility).
The following behavioral measures have been added:
- “Variation of the production process for the production of functionally similar finished or semi-finished products”;
- “Use of resources with lower energy impact”;
- “Electrification of consumption through the use of systems powered by electricity from renewable sources”.
Energy savings generated in the transport sector are also equated to natural gas savings.
Further useful elements to highlight concern virtual TEEs, the evaluation of baseline consumption and the possibility of introducing a downward auction scheme.
